‘notes that in 2018-19 Northern Ireland’s total exports to the Republic of Ireland and the rest of the European Union were worth £6.7 billion, whereas sales to Great Britain were valued at £10.6 billion; highlights the need to secure trading arrangements effective from 1 January 2021 which respect the unfettered, free flow of goods and services between Northern Ireland and Great Britain and vice versa, whilst minimising potential friction between Northern Ireland and the Republic of Ireland; expresses deep concern with the European Union’s approach to negotiations to date, including the failure to guarantee that Great Britain would be placed on the European Union’s third country listings for food imports; believes the introduction of the United Kingdom Internal Market Bill is a step in the right direction; rejects any argument that the Protocol on Ireland/Northern Ireland is necessary to protect the Belfast Agreement; stresses that without the upfront consent of the Executive, Assembly or local communities, the imposition of new regulatory and customs checks on internal United Kingdom trade violates the principle of consent contained in the Belfast and St Andrew’s Agreements; and calls on the United Kingdom Government to ensure that Northern Ireland’s place in the internal market of the United Kingdom is fully maintained so as to benefit businesses and consumers in Northern Ireland.’

‘notes the comments of the Lord Chief Justice Sir Declan Morgan in relation to the rule of law; affirms its commitment to upholding international law; welcomes the support of the European Commission and leaders of the European Parliament parties in rejecting the clauses of the Bill which undermine the Protocol on Ireland/Northern Ireland; mandates the First Minister and deputy First Minister to take a formal position opposing the United Kingdom Internal Market Bill; and calls on the Prime Minister to respect the will of the people of Northern Ireland, the principles of the Good Friday Agreement, and to honour the commitments of the Withdrawal Agreement and implement the Protocol on Ireland/Northern Ireland in full.’
